Y Combinator/TechStars program in Milwaukee?

This would be a short session and more of an open discussion/brainstorming session as to whether Milwaukee could sustain a Y Combinator/TechStars program.
Items to think about:
1. Where does the capital come from (Angel Networks, VC, Economic Development, SBA)
2. What type of office space should be used? (Would it be more effective to have a single office incubator or companies find their own space?)
3. Could housing be provided?
4. What type of technology network could be put in place (Group to take companies to the next level, VCs, Management, Technology Professionals)
5. Which mentors would be willing to help out?
I'm just throwing this out to see if people would be interested in discussing the topic.

i bought the domain name about a year ago, and have been talking to people religiously about it.
